The Managing Director

Dr. Mugume is a Professional Civil/Water Resources Engineering Specialist & Modeller with over 15 years’ experience in planning, modelling, detailed design, and construction supervision of large-scale engineering projects, including urban water supply and distribution systems, urban stormwater drainage and flood management systems, highway drainage and bridges, dams and hydropower projects.

He holds a PhD in Engineering from the University of Exeter, (United Kingdom), an MSc in Environmental Engineering and MBA in Technology Management from Hamburg University of Technology, (Germany) and a Bachelor of Science in Civil Engineering (1st Class Honours) from Makerere University, Kampala. 

He is currently the Managing Director for MEIR Engineering and Research Ltd and a Lecturer in department of Civil and Environmental Engineering, Makerere University where he currently lectures and supervises research projects in the field of Urban Hydrology, Hydraulics and Water Resources Engineering. 

He possesses extensive experience in undertaking detailed hydrological studies, hydrological and hydraulic modelling, design of water supply, storm water and flood management systems, climate resilience and vulnerability assessments, highway drainage and bridge hydraulic design using state-of the art modelling software in research and industry projects (SWMM, HECRAS, HEC-HMS, EPANET, WaterGEMS, ArcGIS, MIKEURBAN among others).

He is committed to delivering quality engineering and applied research work that has a practical, applied outcome, and all his work is geared toward ensuring that his country offers more resilient, liveable, inclusive, and accessible engineering amenities to all who live there. 

He also has strong skills and competence in engineering project planning and management, asset management, climate resilience and vulnerability assessments, evaluation of strategies for climate (future) proofing of cities and system operational control. He manages a team of skilled and committed engineers and researchers in Kampala. 

He is also a Corporate Member of the Uganda Institution of Professional Engineers, a registered with the Uganda Engineers Registration Board (ERB) and a member of the International Association for Hydro-Environment and Research (IAHR).

Dr. Mugume is a Senior Civil/Water Resources/Hydraulic Engineer, Modeller and Project Manager with over 14 years’ experience in planning, modelling, detailed design, and construction supervision of large-scale urban water & hydraulic engineering projects, including urban water supply and distribution systems, urban stormwater drainage and flood management systems, sewerage systems, bridges, dams and hydropower projects. He possesses extensive experience in undertaking hydrological studies for large urban and rural catchments, hydrological and hydraulic modelling and detailed design of water systems and hydraulic structures using state-of the art modelling software in research and industry projects.

He is also a Lecturer in the department of Civil and Environmental Engineering, Makerere University where he currently lectures undergraduate courses that include Fluid Mechanics, Hydraulics, Civil Engineering Management, Civil Engineering Law and graduate courses in Hydrology and Hydraulic Engineering and supervises MSc research projects in the field of water resources and hydraulic engineering. Prior to taking up the lectureship position, he led and coordinated the implementation of the 600 MW Karuma and 183 MW Isimba Hydropower Projects at Uganda Electricity Generation Company Ltd (UEGCL) and various urban water supply and sanitation Projects at National Water and Sewerage Corporation (NWSC).

Dr. Mugume is proficient in programming using MATLAB, MS Excel Programming (e.g. for developing Multiple Criteria Decision Analysis, MCDA tools based on the Analytical Hierarchy Process), VISUAL BASIC and LaTeX programs. He is equipped with expansive knowledge and skills in Extreme rainfall and flood frequency analysis, Lake Water Level Statistical Analysis, Evaluation of climate change impacts on water systems and urban flooding, Flood risk assessment (Flood modelling, flood damage and consequence evaluation), Design of small dams and Engineering project management.

He is a Corporate Member of the Uganda Institution of Professional Engineers, a registered with the Uganda Engineers Registration Board (ERB) and a member of the International Association for Hydro-Environment and Research (IAHR). He has also published over 11 papers in internationally leading journals and conference proceedings. He is also reviewer for internationally recognised journals that include Water Research, Water Science and Technology and Urban Water Journals.
