The Government of Uganda, through the Ministry of Water and Environment-Climate Change Department (MWE-CCD), received financing from the Initiative for Climate Action Transparency (ICAT) via the United Nations Office for Project Services (UNOPS) to strengthen the country’s climate action monitoring systems. The project focused on the development of a Nationally Determined Contribution (NDC) Tracking and Monitoring Framework for transport and waste sector policies and measures, aimed at enhancing Uganda’s capacity to expand its National Greenhouse Gas Inventory Management System and track progress toward NDC targets under the 2015 Paris Agreement of the UNFCCC.

MEIR developed and implemented the NDC tracking framework by creating a database of mitigation and adaptation actions in the transport and waste sectors, preparing a roadmap for implementation at national and local government levels and delivering training workshops for stakeholders.
