The Southeast of Luzira Catchment Area (SOLCA) High Priority Investment (HPI) Project is an infrastructure development initiative, funded by KfW. It is aimed at improving water quality and sanitation in Kampala through the development of a sewerage system that conveys wastewater to the Nakivubo Wastewater Treatment Plant. The project targets the catchment area of Luzira Prison, Port Bell, and adjacent communities, with the objective of reducing untreated effluent discharge into Inner Murchison Bay and safeguarding the water quality of Lake Victoria.

The Joint Venture CES-AKUT was contracted by the Lake Victoria Basin Integrated Water Resource Management Programme to implement the project, with MEIR Engineering and Research Ltd subcontracted by AKUT to undertake project identification study, the feasibility study, detailed engineering designs, and construction supervision of the works.
